Abstract

For five years, I have been traveling once or twice a year to an industrializing township in rural north China that I call Huagang (a pseudonym). Huagang makes a fascinating and revealing case study because it is home to two industrial clusters that have developed in a divergent fashion, leading to distinct social as well as economic consequences.
