dc.description.abstractIt is 30 years since Richard Tracey, inaugural General Editor of this Journal, commenced its first editorial by noting: This year marks the 30th anniversary of Lord Reid’s famous remark that England lacked “a developed system of administrative law” (Ridge ν Baldwin [1964] AC 40 at 72). That remark was one which could have been applied with equal force to the Australian legal system of that era. Much has changed in the interim.1
