Regional and international cooperation arrangements are public goods: arrangements that manage the negative and positive spillovers across borders. They range from informal dialogues to supranational authorities. Unlike Europe, Asia does not have an overarching supranational authority and is not bound by hard institutions but by a series of overlapping, less formal, but no less important regional arrangements.
