Abstract
This is a journal article for the most prominent journal in media history in Japan. It argues the prototype of Japan's public diplomacy emerged not in the post 1945, as often assumed, but in the 1930s, and stresses this was a globally concurrent phenomenon responding to three global forces, first, globalized telecommunication infrastructures, second, the rising mass-based politics, and third, the increasing significance of 'international public opinion'.
