Abstract

International migration has been identified as one of the defining global issues of the twentyfirst century. As Papademetriou (2005) suggests, “virtually no country is untouched by, or immune to, the effects of international migration – particularly its unauthorized variant.” Yet migration policy continues to be made on limited data and evidence (Mokhiber, 2013), often by necessity.
