Abstract
"When one scrutinises the English Constitution/' wrote James Bradley Thayer
in reviewing the first edition of Dicey's Law of the Constitution, "it is like looking at the nests of birds or at the curious and intricate work of beavers and insects; its strange contrivances seem not so much the ordered and foreseen result of human wisdom as a marvellous outcome of instinct, of a singular political sense and apprehension, feeling its sure way for centuries, around all sorts of obstacles, through and around and over them, with the busy persistence of a tribe of ants."
