Abstract
The idea of this book grew out of a common experience of its editors. At one time or another, the two of us were asked to ‘explain’ Belgium to a foreign audience. Invariably, all two of us struggled getting the message across about Belgium’s institutional idiosyncrasy, its political eccentricity and the inconceivable pragmatism of its people and elites.
