Abstract

This report details the findings of the Video Hearings Process Evaluation Phase 2, comprising party-toparty hearings and party-to-state hearings in civil, family and tax jurisdictions.1 It will provide a brief summary of the previous research in this area, the larger reform and evaluation landscape, the development and implementation of video hearings, and a description of the data and methods used in the evaluation. This evaluation took place between March 2019 and March 2020, and was concluded before the COVID-19 pandemic.
