Abstract
In de Alma Ata-verklaring uit 1978 erkende de WHO het
belang van een sterke populatiegerichte eerstelijnszorg:
alle mensen in alle landen hebben een fundamenteel
recht op gezondheid en regeringen hebben de verantwoordelijkheid om dat recht te realiseren. De visie die
in de verklaring verwoord werd betekende een verandering van ziektegericht denken naar aandacht voor de
sociaaleconomische en omgevingsfactoren die gezondheid beïnvloeden.
