We study the fundamental properties of all-dielectric metamaterials composed of high-index dielectric rods. We vary the value of rod permittivity from low to high, and analyze a crossover between photonic crystals and metamaterials observed in the scattering features associated with the Bragg and Mie resonances. We reveal new features of the collective response in the scattering which can be explained by the physics of Fano resonances.en
