Abstract

This submission was made to the Essential Services Commission of South Australia (ESCOSA) Review of Small-scale Network Reporting Requirements and Prescribed Customer Consumer Protections. The purpose of the review was to update off-grid retailer reporting requirements and review minimum consumer protections for mandatory prepayment customers in remote Aboriginal communities. Consultation occurred in two stages: firstly, the Fact Sheet and subsequently the Draft Decision. This submission responds to the Fact Sheet and highlights the lack of informed consent in relation to use of mandatory prepayment while advocating for improved consumer rights and protections for affected households and greater transparency in retail performance reporting in off-grid South Australia.
