Abstract

Small and middle powers in Asia should encourage the use of existing risk reduction measures, including stalled inter-Korean channels and the now-dormant cross-Strait hotline agreed to by the leaders of China and Taiwan, as well as champion the development of new risk reduction mechanisms.
