Abstract

In 1980, under the new electoral act for the Territory, enrolment was made compulsory for Aboriginal citizens of eighteen years or more and as a result it was expected that large numbers of Aborigines, many with no relevant experience of parliamentary elections, would enrol and vote for the first time.
