Abstract
In partnership with Udayana University, this policy brief examines how Badung District leveraged the Village Revenue and Expenditure Budget (APBDes) as a significant financial resource for supporting its Integrated Primary Health Care (ILP) initiative. Despite the availability of APBDes (village) funds, inconsistent allocation and disbursement for health programs across villages, together with the absence of a unified national framework for ILP financing, have led districts to develop their own approaches. In this context, Badung, one of Indonesia’s wealthiest districts, offers a valuable case study on how village-level budgets can be strategically leveraged to support ILP implementation. SP4PHC’s analysis reveals that while allocations for health from APBDes have nearly doubled from 2022 to 2023, significant challenges remain in fund utilization, with nearly 40% of allocated health funds unspent. This brief explores how APBDes can be strategically aligned with ILP objectives to strengthen community-based primary care delivery and maximize health outcomes at the village level across Indonesia.
