Abstract
When the Organic Law on the Integrity of Political Parties and Candidates (OLIPPAC) was introduced it promised a new beginning for Papua New Guinea politics. Its task was to address the problem of political instability and to strengthen the party system. Its failure to do so has meant that political parties in Papua New Guinea are now worse off in terms of their leadership and membership in parliament. This paper discussed the major features of the OLIPPAC and its failures.
