Abstract
Australia's foreign policy may be drafted in Canberra, but it is
implemented in the jungles of Java and the bazaars of Dar-es-Salaam,
as well as in the offices and boardrooms in Washington, London or Bonn.
The aim of this sub-thesis is to examine the role of the Snowy
Mountains Engineering Corporation (SMEC) as an instrumentality for the
practical implementation of Australia's foreign policy, particularly in
relation to developing countries, and more specifically in the AsiaPacific
Region. Towards this end a comparison and contrast will be
made of two SMEC overseas projects. As well as covering some specific
details, it is hoped that these two case studies will present SMEC's
overseas operations in microcosm.
