This thesis is a study of two multi-party coalition governments which were in power in West Bengal, India, during 1967 and 1969-70 , respectively . They were unique in that as many as fourteen parties joined the coalitions , and this very fact automatically makes them an object of fascination and interest . Added to the plurality of parties was a heterogeneity of aims , interests and ideologies .en_AU
