This paper is an update of an agricultural sector review by McGregor and Hamilton-Peach (1996), which was funded by the Asian Development Bank. Since the last major review, undertaken in 1985 (McGregor and Macartney), there have been a number of important developments that impact on the sector. There have been fundamental adjustments in the focus of economic policy from import substitution and protection, to a more outward-looking export-oriented, deregulated approach with less direct government involvement.en_AU
