Abstract
Freer trade by small countries who have zero terms-of-trade effects in global markets can be welfare-enhancing for all participants. This article argues the case for the closer integration of the island states of the Pacific in the Asia Pacific region. Even the larger states of the region can benefit from the better utilisation and management of the resources of the South Pacific island countries.
