Abstract

One of the remarkable aspects of Samoa's trade reform process is that the reforms have been reversals, not just fine tuning?and that the government has managed to get the community to commit to reform through its consultative approach. Sandy Cuthbertson details its wide-ranging trade reforms and cautions Samoa to avoid glamorous paths and to maintain its focus on what can be done well with the resources available.
