Abstract

From the late 1980s onwards, and in the 1990s in particular, in an attempt to improve public service and economic performance, the Government of Samoa implemented extensive public management reform in its core public sector. This paper discusses key aspects of the reform, including its rationale, its main actors, the question of whether it was voluntary or imposed, the question of where to look for models of reform, and the content of the reform.
