| dc.description.abstract | After a year of lurching from crisis to crisis, in early 1997 the Government of Vanuatu announced a comprehensive reform program, to include strengthening of government capacity and legislation to regulate financial dealings. The benefits to Vanuatu of the reform program will be far-reaching, but the success of these reforms calls for much determination and leadership on the part of policymakers if it is to succeed. | en_AU |
