Programming urban development and the incremental cost of urban services : Melbourne, 1953-4 to 1965-6
Abstract
The objective of this thesis is to identify the
conditions under which an urban development plan can be
described as 'optimal'. The method is partly deductive
and partly empirical, using data taken from Melbourne to
test the operational value of concepts developed in the
theoretical discussion. Conclusions will be drawn as to
the correct focus of 'planning' effort required for an
'optimal' development programme.
