dc.description.abstractWhile acknowledging these many constraints, we wish to concentrate in this article on the absence of good agricultural policies over many years and the adverse impacts that poor policies and badly designed projects have had on the agricultural sector, including on research and extension in the Department of Agriculture (and its various manifestations). The poor policies and projects that have been implemented by various governments appear to have their roots in a poor understanding of the economic, cultural and social environment in which they are to be implemented.en_AU
