From public to private: decision-making gone wrong

Abstract

While some observers say it was the major shipbuilding project calamity involving the construction of the Reef Endeavour and the continued financial burden on the Fijian State that prompted the privatisation of Government Shipyard and Public Slipways (GSPS), others believe it was a political ploy for personal gain.
