Abstract
This paper tests the concept of a metrics of openness and reciprocity developed by Matthews and Harris (2010): Enhancing reciprocity in international cooperation in research: issues and metrics (D.1.2 and D1.7) by development an analysis tool and using it to assess two Australian funding programmes. Recommendations for further development of the metrics follows.
