Abstract
This paper combines two project deliverables, D1.2 a scoping paper on desirable attributes of openness and reciprocity metrics from a policy perspective and D1.7 the draft metrics specification for use in experimental phase. The key outcome of the paper are as yet undefined as it has not been finalised or circulated.
