Indira's India and democracy: an ANU Convocation luncheon address given on 16 March 1977 by Professor Anthony Low

Abstract

Recorded at University House, 16 March 1977. -- Professor Low is introduced by Professor Millar who is introduced by Dr Sandy Roy. Professor Low starts by talking about the population problem in India, but also speaks about the improving economic conditions. He then describes how the Indian system of democracy works outlining what he feels are the most important points, including the way that Indian society is structured and in particular the domination of the political system by richer peasants in the half-million villages throughout the land; and the consequences of this domination with particular regard to the then forthcoming 1977 elections in India. He describes the Indian method for dealing with a breakdown in the Parliamentary system of government and what has been happening on the Indian political scene since the elections held in 1971. He then speaks about Mrs Gandhi's preparation for the 1977 elections and speculates as to their outcome. Professor Low is asked questions from his audience. These questions include such subjects as the difference between Chinese and Indian elections - and the similarities or otherwise between Australian and Indian democracy and how the state of emergency declared by Mrs Gandhi differed from what occured in Australia in 1975, with the sacking of the Whitlam government. What the consequences of the 1977 election could be if Mrs Gandhi losses office. And finally Professor Low is asked how he would define the word a'democracy' with particular regard to democracy as it exists in India. Show more
