I question whether the three partners to the Matignon and Noumea Accords have been able to capitalise on the "bet on intelligence" - the reasoned cohabitation which they imposed upon themselves in 1988. After examining the implementation of the Matignon and Noumea Accords, I broach the subject of recent political developments in New Caledonia.AusAID16291714 bytes354 bytesapplication/pdfen-AUAuthor/s retain copyrightThe permission is archived ERMS2230096New Caledoniapolitical developmentsMatignon and Noumea Accords"The bet on intelligence"; Politics in New Caledonia, 1988-2002200310.25911/5f1fff327b3a3
