Bechhoefer's book is the most thorough narrative account of post-war negotiations, and also the only account which systematically goes behind the negotiations to study policy debates in the Western camp, and especially in the United States. I have avoided this large subject almost completely in order to focus attention on the more formal ele ents of the negotiating process.
