It places emphasis on the importance of the preventive dimension of R2P for effective implementation, and the need to create linkages between R2P and related thematic agendas, such as development cooperation, gender, human rights, transitional justice, protection of civilians, and security sector reform. It includes a multilevel approach, from local- and national-level initiatives, through to regional and international levels, that are examined in the book.
