The aim of this sub-thesis is to examine the role of the Snowy Mountains Engineering Corporation (SMEC) as an instrumentality for the practical implementation of Australia's foreign policy, particularly in relation to developing countries, and more specifically in the AsiaPacific Region. Towards this end a comparison and contrast will be made of two SMEC overseas projects.
