Nuclear lifetime measurements from data with independently varying observation times

The method published by Schmidt et al. is extended to the problems and solutions associated with applying their method to storage-ring data. These developed procedures are applied to real experimental data for 193Re, and a mean-lifetime value of 37+9 -7 s is obtained.
