He was responsible for the building of the Beijing-Hankou railway. On the death of Liu Kunyi in October 1902 he acted as governor-general at Nanjing after which he returned to Wuchang. Hummel (1943) v.I pp. 27-32. This photograph could depict his return from Nanjing. "Chang Chih-tung" was "Viceroy at Hankow".
