It derribes the basic US and Soviet strategic nuclear policies and doctrines; assesses the current state of the strategic balance and provides some assessment of the likely state of the balance in the mid-190s, as proiected according to current trends and as it might look under some START regime; and provides a critique of Australia's involvement in the global balance.
