Abstract

The implementation of the Conversion of Cropland to Forest and Grassland Program (also known as the Grain for Green Program or the Sloped Land Conversion Program) in North West China is assessed and a number of policy issues discussed based on the results of a cost-benefit analysis of the program. The program is found to improve the social welfare of the Chinese community, and hence should continue to be supported by the Chinese Government. Policy issues concerning the sustainability of the land use changes induced by the program and the cost effectiveness of the program are further investigated in the context of the institutional framework and political economy of China. Recommendations on policy alternatives and the future design of the program are made based on the policy analysis.
