Abstract

Southern Highlands Province in Papua New Guinea has received hundreds of millions of kina from oil exports. However, it has failed to translate this windfall into long-term benefits for its people, resulting in the prevalence of 'poverty amidst wealth'. The paper considers this outcome a consequence of poor public policy choices and weak governance, rent seeking, corruption, and lawlessness, and puts forward alternative policies.
