An institutional analysis of village-based aid projects in Solomon Islands

Abstract
After the crisis of 1998, aid provided by the Australian Government to Solomon Islands has taken on additional dimensions. Aid is now also aimed at maintaining peace as part of its approach to alleviating poverty, by providing basic services and small-scale business projects to allow women to participate in informal business activities. Using the New Institutional Economics approach to the analysis of two community-based projects, the study finds, among other things, that the projects are not consistent with the needs of the women in the villages and with cultural norms; the institutional arrangements do not encourage participation in cooperative projects and do not encourage transparency and accountability, giving rise to conflict among the women; and there was inadequate information and awareness raising in establishing the projects.
