Organized crime poses many challenges, not least to the State itself and the very fabric of civic society. Analytically the first challenge is definitional because, as Varese (2010) notes, there is no agreed definition. Nevertheless, a shared understanding of the problem is important because effective strategies against organized crime require an agreed conceptual starting point
