Abstract
This article reviews the experience with reforms in Fiji and makes observations about the capacity of other Pacific states to develop and implement a regional reform agenda. Are extensive reform agendas in the Pacific prone to failure without better understanding of the capabilities of state institutions? In particular, there is little assessment of alternative approaches to policy implementation such as the capacity of local and indigenous institutions to guide the policy development and implementation process more effectively
