"What I want to do today in this address is to examine, among other things, what might be the recipe for a successful referendum and how we might mix the ingredients of that recipe to both achieve the symbolic recognition in our Constitution that many of us desire, but also how we might make substantive change that is required to the Constitution to reset the relationship, positively, between the first Australians and the rest of the country." - page 11
