East Timor in 2004: It is all about Oil

Abstract

Independent East Timor, with U.N. support until May 2005, is straining to cope with problems of institution building and development. The vital issue of hydrocarbon revenues remains unresolved because of a territorial dispute with Australia and problems with the structures proposed to manage those resources.
