Motivating intersectoral collaboration with the Hygienic City Campaign in Jingchang, China

Intersectoral collaboration is important for policy implementation. However, effective collaboration may be difficult to achieve because of poor internal drive to collaborate, disagreements on framing the problem, institutional constraints and poor leadership.
