Based on literature reviews and in-country fieldwork, this research has been conducted by a team of consultants from the Chinese Academy of International Trade and Economic Cooperation (CAITEC), Samoa, Tonga and Papua New Guinea, led by Dr Graeme Smith of the Australian National University and Sydney University
