Statistical state dynamics of weak jets in barotropic beta-plane turbulence
Zonal jets in a barotropic setup emerge out of homogeneous turbulence through a flow-forming instability of the homogeneous turbulent state (zonostrophic instability), which occurs as the turbulence intensity increases.
