Description: | Amongst the South Pacific island economies, Samoa is now seen to be an exception. Positive growth has been posted when others have experienced negative results. Driving the optimistic outlook, rare in the South Pacific, has been a reform policy that has embraced getting the private sector underway by removing constraints to its development. Reforms have been wide ranging, covering the financial sector, privatisation and corporatisation, trade reform, broadening the tax base, government budgetary process and public sector institutional reforms. |
