Abstract
Thank you for taking the risk of inviting a hardly run in Health Minister to address this conference. I congratulate the organisers on the far-reaching scope of the programme and the calibre of participants, who include many of the leading health professionals-researchers, technicians, administrators and economists-in the country. Indeed the scope of the conference is so encyclopaedic that I feel something like the Propaedia to the Britannica-'a kind of preamble
or antechamber to the world of learning that the rest of the encyclopaedia aims to encompass.' I should add that at this stage of my tenure of this office the antechamber is frugally furnished.
