Abstract
This submission was made to the South Australian Legislative Review Committee in March 2022. It addresses the introduction of mandatory prepayment for household electricity services in remote Aboriginal communities in South Australia. The changes to how remote Aboriginal households access and pay for their electricity happened by way of amendments to regulation (i.e. subordinate legislation) without parliamentary scrutiny. The submission supports a formal review of the changes and emphasises the lack of informed consent from affected communities.
