Abstract

Kym Anderson is Professor in the School of Economics, University of Adelaide; Anna Strutt is Senior Lecturer in Economics at the University of Waikato. This paper was prepared as a background material for the Asian Development Bank's (ADB) Asian Development Outlook 2011.
